1. What is ESDA?

When the Department of Defense Office of Civilian Defense was abolished in 1975, many civil defense programs at the local level were abandoned. Many towns kept a civil defense unit of their own but it would be several years before the individual states assumed the responsibility for local civil preparedness in times of natural or manmade disaster, while the federal government only handled national programs and funding.

The Emergency Services and Disaster Agency or ESDA was formed under the Carter and Reagan administrations to provide local communities support during disasters or times of crisis. ESDA also was charged with the responsibility of local Nuclear Preparedness after the disbanding of Civil Defense. Most ESDA's are locally funded which work under direction of the Federal Emergency Management Agency (FEMA) through their state government.

1. How many days to I have to pay my water bill after it comes?

Water bills are mailed out bi-monthly and residents have 30 days to pay before penalties are added to the account

2. How do I avoid receiving penalties on my water bill?

Enrolling in Direct debit will help you avoid receiving any penalties as long as there are sufficient funds in your account. In order to sign up, please visit village hall or fill out the direct debit form in the form center and submit it to village hall.

3. Why is there a “minimum bill” even if you use no water?

Even if you use no water you will receive what is called a “minimum bill.” Even without consumption the water (and sewer) pipes must be kept in proper functioning condition 24 hours a day, 7 days a week and 12 months a year in order to be ready for the instant when one has use for those services. The labor and materials required in maintaining that immediate service level does cost money. Those expenses must be jointly shared between all potential users.

4. Is there a convenient way to pay my water & sewer bill?

Yes. The Village uses an automatic withdrawal plan that you can sign up for at village hall, or you may use our E-Pay website.

5. What if I suspect I have a water leak or the water meter is not accurate?

You can call either the Finance Department or the Public Works Department. The Village can schedule a meter reader to come out to inspect your property and/or your meter(s). The Finance Department can be reached Mon-Fri 8am-5pm or sat 9am-12pm at 847-546-2351 and the Public Works Department can be reached Mon-Fri 7am-3:30pm at 847-546-8752.

6. Am I assessed penalties if I don’t pay my water bill on time?

Yes. A 10% late fee is added to all water bill payments not received by the due date.

7. What if I am planning on being out of the area when my water bill normally comes?

You should call the Finance department and make plans to pay in advance, or you can enroll in our automatic withdrawal plan.

8. What do I need to do about my water bill when I am getting ready to sell my home?

As soon as your closing date has been scheduled, call the Finance Department to set up a final water bill reading. The reading will be scheduled 3 to 5 days before the closing. The final water bill must be paid before the buyers of the property can come in to pick up an occupancy certificate.

9. What % of my property taxes goes to the Village of Round Lake Beach?

Actually only a portion of your bill goes to the Village. Approximately 5.5% of your property taxes goes to support the Village's operations.

10. What does the Village use that money for?

It goes to support general administration, liability insurance and the two pension funds (police and non-police employees) the Village has for its employees. The Village is required to match employee contributions according to State law.

11. Where can I purchase parking permits for the Metra Station?

Bi-monthly Parking permits can be purchased at village hall for $60. An honor box is available to pay with cash at the Metra Station.

12. How much does daily parking cost at the Metra parking lot.

$1.50 per day.

13. Does the Village offer an electric aggregation program?

Yes. The Village is offering an electric aggregation program.

1. What is the Non emergency number for police?

2. What time is your records department open?

Records is open Monday through Friday 8 a.m. to 5 p.m.

3. Does it cost money for a copy of a police report?

You can obtain a copy of a Police Report by submitting a Freedom of Information Act commonly known as a FOIA request, through our office or an online at NextRequest and submit an electronic request. 

There is a minimum of 5 business days for said request to be completed, no fee charged for the first 50 pages of black and white letter size paper, after 50 pages there is a fee of $0.15 per every page.

If you need a copy of a Traffic Accident Report you can go online to Lexis Nexis and obtain a copy of the report, there is a fee for a copy of this report determined by the amount of pages in report.

4. My vehicle was towed by your department, how and where can I pay the fee?

Towing fees must be paid in cash at the Round Lake Beach Police Department or the Round Lake Beach Village Hall on Saturdays.

5. Where do I pay for my traffic ticket?

Traffic tickets must be paid at the Lake County Branch Court III. The branch court is located at:

6. How do I contest a parking ticket?

You can request a hearing date at the Round Lake Beach Police Department by calling our office and indicating that you will be attending the hearing. Hearings to contest parking tickets are held at the Village Hall at 5:30 p.m. on the second and fourth Tuesday of the month, must call beforehand so you can be entered on the docket for the hearing, no walk-ins.

You can pay a Parking or Local Ordinance ticket five different ways.

1. Going online through http://violationspayment.com/ and selecting the municipality and then continuing as guest.
2.  Paying your ticket in person at the Village Hall - 1937 N Municipal Way Round Lake Beach IL 60073 during normal business hours
3. Paying over the phone by calling our office at 847.546.2351
4.  Dropping it in our drop off box outside the Village Hall
5. Mailing in your ticket with payment to our office, make sure to not send cash and send a copy of the ticket so it can be applied accordingly.

1. Fats, Oil, Grease - How do I dispose of them properly?

The first line of defense and the easiest way to solve the FOG buildup problem in our community and help prevent sewerage overflows is by keeping this material out of the sewer system. Here are a few tips;

Never pour grease down sink drains or into toilets.
Scrape grease and food scraps from trays, plates, pots, pans, utensils, and grills and cooking surfaces into a can or the trash disposal.
Pour fats, oils and grease into a container such as an empty jar or coffee can. Once the materials have cooled and solidified and the container is full, secure the lid and place it in the trash.
Don’t put grease down garbage disposals, put baskets/strainers in sink to catch food scrapes and other solids, and empty the drain baskets/strainers into the trash for disposal.
Communicate with your friends and neighbors about the problem of grease in your sewer system and how to keep it out. The solution starts right in your home with your actions.

2. Electronics-Where can I dispose of?

Electronic Recycling drop off is located on Sunset Drive, South of Hawthorne Drive at the gated Sanitary Plant in Round Lake Beach. 

First Tuesday of the month from 12:30 PM to 3:00 PM

Fourth Tuesday of the month from 7:30 AM to 11:00 AM

3. J.U.L.I.E.-What do I do with flags left on my property?

The flags should remain in place for 28 days. The JULIE flags indicate the type of utility that is buried in the ground. High visibility yellow flags are for natural gas, oil or petroleum utilities; Red flags for electrical utilities; Orange flags for communication, telephone or television utilities; Blue flags are for water utilities; Green flags are for sewer utilities and safety white flags show the proposed area of excavation.

4. Leftover latex paint-How do I dispose of?

SWALCO no longer accepts latex paint or provides crushed corncobs. To properly dispose of latex paint mix it with kitty litter; when it hardens dispose of in it in your household trash.

5. Used motor oil - How do I recycle?

Recycle used oil and other automotive fluids at participating service stations. Don’t dump these chemicals down the storm drain or dispose of them in your trash.

6. Mulch-Is it available to residents at no charge?

Yes. Mulch can be picked up at the Public Works Facility.

7. Pothole - Whom do I call?

For potholes located on Village streets please contact Village Hall at 847.546.2351 to report.

8. Recycling carts-How do I upgrade?

Under the expanded Recycling Program, residents can contact Waste Management to upgrade your 65 gallon recycling cart to a 96 gallon cart for no extra charge during the month of April each year. If a change is made outside this month there could be additional charges. Contact Waste Management for additional information at 847-395-2020.

9. Snowfall restrictions - What are they?

In the winter months parking on Village streets can create a problem when there is snow. Here are some helpful rules:
No parking on Village streets from 2:00 am to 6:00 am.
If the snow has not been removed, please continue the “no parking” restrictions until snow removal has been completed.
When there is a snowfall of more than two inches, please do not park on the street. This gives the Public Works Department the opportunity to plow the streets.
Please DO NOT throw snow from your property into the streets since this can create a hazardous condition.
When shoveling or plowing snow from your driveway, pile the snow to the left side of the driveway (when facing your house). This will help prevent snow from accumulating again on your driveway when the snow plows come through your neighborhood.

10. Snowplow damage from Village trucks-Whom do I call?

If the Public Works Department damages a mailbox or post that was installed according to Village and U.S. Postal Regulations the Department will replace the mailbox and/or post with a standard rural mailbox/post assembly. Please call 847.546.2351 to report damage.

12. Downed tree - What do I do?

The Public Works Department will remove downed trees in the public right-of-way. Damaged trees or trees that fall on private property are the responsibility of the resident.

13. Tree limbs-Will the Village pick up?

The Village will pick up tree limbs left in the right-of-way only after a storm event. The Village doesn’t always do a Village wide tree debris pickup, however residents can call Village Hall and request for debris pick up service after a storm event.

1. When Is Parking Prohibited?

Sec. 4-3-1.-Parking Restrictions.

There is no parking on any street within the village limits at any time after snow begins to fall and for a period of eight hours after snow stops falling when the snow on the streets exceeds two inches in depth, or until snow removal operations are completed.

2. Do I have to shovel the snow off my sidewalk in front of my house?

The Village encourages residents and businesses to clear snow & ice from the sidewalks adjacent to their property. The Village does not have a Village Ordinance requiring the removal of snow and ice from sidewalks.

3. Why is snow piled on my corner?

Snow that accumulates across the side road at the street corner needs to be pushed back onto the corner. This is done to properly clear the street radius and allow cars to turn. The snowplow driver typically pushes snow back onto the corner in the direction the truck is traveling. This is why a particular corner may get more snow on it than another. It is not practical to require that the large snowplow truck attempt to maneuver around the intersection to equally distribute snow on opposite corners. This is difficult to accomplish and is also time consuming during significant snow storms.

4. Why is snow always left at the end of my driveway?

Despite popular opinion, crews do not place snow in driveways on purpose. There is no practical way for the snowplow driver to cut off the windrow of snow when crossing a driveway. This problem is especially acute in cul-de-sacs because this is a very confined space. Cul-de-sacs require that all of the snow that is on the roadway within that confined space be placed along the outside of the circle. The problem is compounded by the fact that each homeowner then must clear their driveway, which places large piles on the corners of the driveways.

One thing you can do to reduce the amount of snow that is plowed in front of your driveway is to place as much of the snow as possible to the left side of your driveway (as you face the house). This reduces the chance of snow previously removed being pushed back onto your driveway. This suggestion however may  not work in cul-de-sacs that have driveway openings placed close together.
