Division of Neighborhood Services and Housing Rehabilitation

The Department of Economic Development consists of functional divisions. The Neighborhood Services division is responsible for the administration and enforcement of the Village of Round Lake Beach’s Ordinances and the State Property Maintenance Codes. Property Maintenance is responsible for the preservation and promotion of public health, safety and welfare though the enforcement of the Boca Property Maintenance Code.

Purpose

• Promote compliance of minor property maintenance code violations through the Administrative Adjudication Hearing.
• Provide programs to assist homeowner’s with preservation and revitalization of the village’s older neighborhoods.
• Promote affordable housing.(HARP, FAP, The Paint Program)
• Promote a beautification project. (Beautify the Beach)
• Maintain the village’s existing housing stock through information and referrals for loans and grants to property owners.

1. Avon Townships-L.I.H.E.A.P. - Applications taken in October until funding runs out each year. The work can be for a furnace, insulation, doors, windows, caulking. This is the prerequisite to the weatherization program. Emergency Assistance- Applications taken beginning in October until funding runs out each year. The grant is for payment of utility bills.
2. Rebuilding Together - Applications taken beginning in October-December 31 of each year. Free rehabilitation work for seniors, disabled and low-income families. Volunteers do the work once a year usually the last Saturday in April.
3. First-Time Homebuyer’s Program - Financial assistance to help with the purchase of a home in Round Lake Beach. Assist 2006
4. Affordable Housing Corporation of Lake County Loan program - Affordable Housing Corporation of Lake County Loan program-Applications taken on a rolling basis through out the year. Rehabilitation to the interior and exterior of the home. Low-income guidelines and equity in the home required.
5. Love-Inc - Linking people who care with people with a need.
6. Lifeline - Qualified residents may receive a monthly discount on their phone service in the amount of $8.04. Also, qualified residents may receive an initial $40.00 discount on the phone link-up service.
7. Housing Headquarters - Assistance for any homeowner or renter with insurance (fire, flood or mold removal). The will help to find them comparable temporary housing while the work is being done.
8. Building Supply Program - The Village of Round Lake Beach residents may qualify to receive a 10% discount from Kmart, Ace and Sears on paint supplies with a special coupon. (April-October).
9. Paint Program - The Village of Round Lake Beach residents may receive free paint and supplies if they allow the labor to be supplied by the supervised students.
10. Lake County Housing Authority - Housing Counselor helps with anti-predatory lending, reverse mortgages and referrals.
