Police Department promotes several officers
As part of a plan to add more officers to the Round Lake Beach Police Department, Mayor Rich Hill and Chief Doug Larrson announced the promotion of several officers. Sgts. Richard
Chiarello, David Hare and Michael Scott were promoted to Lieutenants. Officers Gilbert Rivera, Timothy Mitsven and Roger Callese were promoted to Sergeants.
Lt. Chiarello served as a police officer in Grayslake and joined Round Lake Beach in 1992. He was promoted to Sergeant in 2001. He is a graduate of DePaul University and Northwestern School of Police Staff & Command. He is currently assigned
as Sergeant of the Detective Division, and has served on the Lake County Major Crimes Task Force, as well as supervising Special Operations and Evidence. Lt. Chiarello and his wife Jennifer have three daughters.
Lt. Hare began his career with Round Lake Beach in 1991 and was promoted to Sergeant in 2001. He is a graduate of Northern Illinois University and Northwestern School of Police Staff & Command. Currently he is assigned as Sergeant of Patrol supervising the afternoon
shift, has previously served in Detective Division and is a certified juvenile officer. He is the Executive Director for the Illinois Juvenile Officers Association. Lt. Hare and his wife Kim have three children.
Lt. Scott began his career with Round Lake Beach in 1991 and was promoted to Sergeant in 2000. He served four years in the United States Air Force,
and is a graduate of Northwestern School of Police Staff & Command. Currently he is assigned as Sergeant of Patrol supervising the day shift
and is the Department’s Field Training Supervisor. Previously he served in the Detective Division. Lt. Scott and his wife Sheila have two daughters.
Sgt. Rivera began his career with Round Lake Beach in 1999. Currently he is assigned to patrol on afternoon shift, has served the last two years in Detective Division, and is member of the Lake
County Major Crimes Task Force. He served six years in the United States Marine Corps. Sgt. Rivera and his wife Valerie have three children.
Sgt. Mitsven began his career as a police officer in McHenry and joined Round Lake Beach in 1998. Currently he is assigned to patrol on the afternoon shift, is a
NIPAS Emergency Services team member, and was the 2002 Officer of the Year. He served six years in the United States Marine Corps. Sgt. Mitsven and his wife Holly have two daughters.
Sgt. Callese began his career with Round Lake Beach in 2001. Currently he is assigned to afternoon patrol shift performing duties as Officer-In-Charge. Previously he was assigned as an Evidence
Technician and served on Department’s Honor Guard. He served 14 years in the United States Navy and Naval Reserve. Sgt. Callese and his wife Bobbie have one son.
Grant used for rehab
The Village of Round Lake Beach purchased another home in its Neighborhood Rehabilitation Program. The home at 115 Ferndale will
be renovated using a $15,000 grant from Lake County.

News from the Mayor
2003 Year in Review
This is a time to reflect on our accomplishments and goals for the future. We
invested another $2.5 million in our water, sewer and street projects this year, and we plan the same for next year. The new Village Hall opened and the old
Village Hall is being rehabbed to be the new Lake County Health Department Clinic. We completed the redevelopment
of the Lakefront Park and next year we hope to acquire property across the channel from the boat launch for more passive recreational opportunities.
The Round Lake Area Park District is close to finalizing its plans for a new building near our new Village Hall to better serve our residents. The Round Lake Area School District is constructing a new Middle
School at Indian Hill School. The School Board is working on a long-range plan to correct the district's overcrowding.
The Lake County Department of Transportation is widening Rollins all the way to Route 45 and eventually to Grand Avenue. They will also be realigning Hook Drive
at Rollins Road to improve traffic flow. When the County is finished with its work on Hook Drive, the Village will
improve the section from Route 83 east to where the county project ended. Traffic will be difficult for a while, but please be patient as the finished product will be worth the wait.
First-time home buying is within reach
As mortgage rates remain low, first-time home buyers have a unique
opportunity. Through a special loan program, coordinated by the Village of
Round Lake Beach and the Illinois Housing Development Authority, first-time
home buyers may purchase single-family homes, condos, townhouses, and multi-unit
flats as long as the buyer lives in the home or one of the flats.
First-time home buyers are those who haven't owned a home in the last three years and meet other requirements.
Qualified applications may choose:
5.75 percent fixed-interest rate
6.0 percent fixed interest with up to $1,000 closing cost assistance
6.125 percent fixed interest with up to $1,500 closing cost assistance.

Tree pickup Recycle your
Christmas tree by leaving it curbside on either Tuesday, January 6, or January 13. Waste Management will pick up trees and take them to the landfill
composting facility. Please place your trees curbside on either of these days for removal. Remember trees with garland or tinsel on
them will not be picked up. Do not place trees in plastic bags. They cannot be accepted if they are in plastic bags.

Systematic Inspections
The Systematic Inspection Program for 2003 has been completed. Over 630 homes were inspected and more than three quarters of the homes with issues complied quickly.
Rental certification
If you have not applied for your 2004 rental certification, you are not in compliance with Village ordinance. Please call the Economic Development Department at (847) 546-2351 for more information
on how to comply. All residential units in which the owner doesn't reside are covered under this ordinance.
Winter driving tips
If your car needs a tuneup or is due for regular service, get it done now.
Make sure your battery and charging system are working properly.
Check the cooling system. Add more antifreeze if necessary.
Keep your gas tank close to full. If you get stuck somewhere, a full tank enables you to
keep the engine running to stay warm.
Make sure your windshield wipers are in good shape.
Make sure your rear window defroster works.
Invest in a substantial snow brush and an ice scraper.
In the trunk, carry a shovel and a bag of sand to help with traction, extra windshield washer fluid, a blanket, an extra set of winter clothes and socks, and a pair of boots.

Resolve to volunteer
Every year we all make New Year's resolutions to lose weight, exercise more, stop smoking or other personal development resolutions.
This year, why not add community involvement as a resolution. A unique program called "Rebuild Together" unites community volunteers with residents who need assistance repairing or painting their homes.
Whether you are a skilled carpenter or painter or a do-it-yourselfer, your assistance is valuable. Join community sponsors Rosario's, Baskin Robbins, Home Depot, Orlando's and Avon Township and get involved.

Community Activities and Events
Distinguished Agency
The Round Lake Area Park District has received the Distinguished Agency Award from the Illinois Association of Park Districts and the Illinois Association of Park Districts. The award signifies excellence in a
wide range of areas including programming, planning, facilities and policy making. Congratulations to Executive Director Jeff
Nehila, the Board of Commissioners and the entire staff for this outstanding achievement.
The newest park district brochure features some of the many excellent programs offered by the district. If you did not receive a copy in the mail, pick up a copy at the Community Center.
Scholarships available
Consumers Cooperative Association has six $1,000 scholarships available to graduating high school seniors. Applications are available at Consumers Cooperative Credit Union offices. There is an office at
the corner of Monaville Road and Route 83 in Round Lake Beach. Deadline is February 1. Applicants or parents must be members of the credit union for at least one year.

Santa and friends
Santa and Mrs. Claus paid a special visit to the Village of Round Lake Beach at the December tree lighting ceremony at the new Village Hall.
